US government requests input for regulating AI like ChatGPT in the education sector

On Tuesday, the Biden administration announced that it is requesting feedback from the public on potential measures for holding artificial intelligence (AI) systems accountable, amid concerns about its impact on national security and education.

The fast-growing AI program ChatGPT has recently gained the attention of US lawmakers due to its ability to quickly generate answers for various queries. It has become the fastest-growing consumer application in history with over 100 million monthly active users, leading to concerns about its impact on society.

The National Telecommunications and Information Administration (NTIA), which provides advice to the White House on telecommunications and information policies, is seeking public feedback on the need for an AI “accountability mechanism” due to increasing regulatory interest.

NTIA Administrator Alan Davidson stated, “While AI systems could offer significant benefits, we must address their potential consequences and harms in a responsible manner. In order for these systems to achieve their full potential, companies and consumers must have confidence in their trustworthiness.”

President Joe Biden recently expressed uncertainty about the potential dangers of AI, stating that tech companies have a responsibility to ensure that their products are safe before releasing them to the public. The AI program ChatGPT, developed by California-based OpenAI and supported by Microsoft Corp, has impressed some users with its speedy responses but has caused concerns among others due to inaccuracies.

NTIA intends to create a report that will examine ways to guarantee AI systems operate as advertised and avoid causing harm. The initiative will shape the Biden Administration’s ongoing efforts to establish a unified and comprehensive federal government strategy for addressing risks and opportunities related to AI.

The Center for Artificial Intelligence and Digital Policy, a tech ethics organization, has called on the U.S. Federal Trade Commission to prevent OpenAI from releasing new commercial versions of GPT-4, arguing that it is “prejudiced, deceitful, and poses a risk to privacy and public safety.”
